This sculpture, along with twelve others placed at strategic locations in the counties bordering the Puget Sound, was commissioned by the Puget Sound Water Quality Action Team (PSWQAT) to commemorate citizens' environmental efforts to restore and preserve the local watersheds. The salmon and cedar embossed images and bronze oyster apex are indicative of the Puget Sound.

A map of Puget Sound, engraved in the bronze oyster, links the individual structures together to form the boundary of Puget Sound. The bronze stripe on the side reads: "To honor the caring citizens, governments, tribes and businesses of Jefferson County for lasting stewardship of Puget Sound. Puget Sound Water Quality Authority 1996."
